What is FRSP?
Family Re-Housing Stabilization Program (FRSP)
The Family Re-Housing Stabilization Program (FRSP), also commonly known as Rapid Re-Housing (RRH), is a time-limited housing and support designed to assist families experiencing homelessness to afford dignified and safe housing in the private market. Rental assistance and support services are provided for 12 to 18 months based on the needs of the household.  Most families will exit the shelter through FRSP. FRSP is available only to families who are connected to another DHS program – like a shelter – after they are assessed and determined eligible by VWFRC.
About the Program
The goal of the program is to assist families through case management and supportive services to increase self-sufficiency and maintain permanent housing. While in the program, families work on their goals to achieve independence, maintain compliance with their lease, obtain/maintain employment, budgeting/financial management and credit repair, pursue education or job training skills, and maintain their housing by paying their portion of the rent on time.
Perks for NCCI’s FRSP Clients ONLY:
Clients in NCCI’s FRSP Program are eligible for internal services at NCCI such as Employment & Housing Supports. Clients are also, allowed access to NCCI’s Food Pantry and Diaper Program that are exclusive to NCCI’s FRSP clients on a monthly basis.
Services
North Capitol Collaborative, Inc. provides case management services for 275+ families experiencing homelessness through the Family Re-housing Stabilization Program (FRSP).
Eligible families are certified to receive a twelve-month subsidy through FRSP, which allows the family to live in their own apartment.
Throughout the program, our FRSP case management staff works one-on-one with families to achieve their goal of self-sufficiency, focusing on budgeting, employment, and education.
FRSP case managers meet monthly with families and do ongoing assessments of the family’s goals and needs. Based on the efforts the family makes to succeed in achieving its goals, a determination is made at the end of each month if the family will still get the subsidy in the coming month. For families who keep up with case management meetings and are working toward their goals, every four months they are recertified with a decreased subsidy.
Eligibility
Applicants for FRSP must be living in a family shelter in the District of Columbia and receive a referral and be place with our agency.
Applicants must have children under the age of 17.
Applicants must have income up to 40% of the area median income and demonstrate a reasonable expectation that they will have the financial capacity to pay the full rental amount when the program subsidy ends.
